Two safety projects in Stephens County included in DOT contract awards, Bridge in Baldwin rejected

Two state roadway projects in Stephens County were included in last week’s Georgia Department of Transportation announcement of contract awards – the DOT’s first contract award-letting for Fiscal Year 2024. 

One of the two projects now under contract in Stephens County is “installation of sharp curve warning signs at various locations in Stephens, Banks, Elbert, Franklin, Hart and Madison Counties.” This project was awarded to low bidder LU, Inc, for just under $280,000. 

The other project specifying Stephens County is the installation of cable barriers at various locations on State Route 17/365 in Stephens and Habersham. This contract was awarded to low bidder Higgins Construction Co., Inc. of Cornelia for just under $2 million.

Both of these projects are scheduled for completion by July 31, 2024. 

The only other project among the 44 listed contract awards that specified work in adjoining counties is the installation of cable barriers at various locations on US441/SR15 in Banks, Habersham, Jackson and Rabun Counties. This project was also awarded to low bidder Higgins Construction Co., Inc., this time for just under $6 million, also with a planned completion date of July 31, 2024. 

Two additional projects in neighboring counties, one in Baldwin for construction of a bridge and approaches on US441 BUS/SR29 BUS over Fishing Creek, and one for sharp curve warning signs in Habersham, Lumpkin, Rabun, Towns, Union and White counties, were both listed as rejected. 

The 44 contract awards announced by GDOT last week were divided into five categories: Resurfacing (34%), Safety (31%), Bridge construction and rehabilitation (17%), Construction (17%), and Reconstruction (1%).

The largest of this GDOT award letting was a $27.7 million resurfacing contract for more than 22 miles of work on State Route 1/520 from the Alabama state line in Muscogee County to west of the Stewart County line. 

The second largest contract awarded is for construction of a new interchange on Interstate 85 and State Route 403 in Gwinnett County, including construction of a new bridge and approaches. The price tag on this contract is nearly $25 million. 

The total price tag for all 44 projects was listed at   $185 million.

The largest single investment, worth approximately $27.6 million, is a resurfacing project consisting of 22.2 miles of milling, inlay and plant mix resurfacing on State Route (SR) 1/SR 520 in Muscogee County from the Alabama state line to west of the Stewart County line. This contract, along with four other resurfacing contracts, represents 34% of the awarded funds.

 

There were 24 safety projects representing 31%, or approximately $58 million, of the awarded funds. The largest of these projects, worth approximately $12.7 million, consists of guardrail upgrades at various locations on I-75/SR 401 in Cobb, DeKalb, Fulton, and Rockdale counties. It covers 39.7 miles along I-75, SR 3, and SR 38. Other safety projects include sign and pavement marking upgrades, installation of cable barriers, rumble strips and wrong way driving enhancements throughout the state.

 

Bridge construction and bridge rehabilitation projects accounted for 17% of the awarded funds. The largest bridge project is valued at $8million and includes the construction of a 0.18 mile bridge and approaches on SR 136 over Toto Creek (Lake Lanier) in Dawson County. This project will construct a new interchange on I-85/SR 403 at McGinnis Ferry Road (CR 5640) and Autumnbrooke Way, and it also includes the construction of a bridge and approaches over I-85/SR 403

 

Seventeen percent, or approximately $30.7 million, is for three construction projects. The most significant construction project will construct a new interchange on I-85/SR 403 at McGinnis Ferry Road (CR 5640).  The project also includes the construction of a bridge and approaches over I-85/SR 403 in Gwinnett County.

 

The remaining 1% is a reconstruction project which includes Intelligent Transportation System (ITS) expansion including installation of closed-circuit television (CCTV) and vehicle detection systems on I-185 from I-85 to SR 1/SR 520/US 27 in Harris, Muscogee and Troup counties.

 

The July awards bring the total construction contracts for Fiscal Year 2024 to $184 million. This total includes TIA, Design-Bid-Build, and locally administered projects. Fiscal Year 2024 began July 1, 2023.

Bids for Design-Bid-Build projects were received on July 25, and contracts were awarded to the lowest qualified bidders on August 4.
