SCSO CID & STING Divisions arrest Stephens County Deputy

On August 17, a Stephens County Deputy was arrested by the Stephens County Sheriff’s Office Criminal Investigation Division and  S.T.I.N.G. Unit following a month-long investigation.

July 5, 2023, Corporal Aaron Moss of the S.C.S.O recovered a Kubota Excavator that was located off Lake Louise Road. It was believed to be stolen from Spokane, Washington. The Excavator was seized by the sheriff’s
office and impounded at the Jail.

The Sheriff’s Office Criminal Investigations Division was notified. Through further investigation by investigators, revealed the excavator was not stolen from Spokane, but was actually owned by a Toccoa resident. Once the owner identified the excavator, he advised that his trailer was stolen, and was parked a distance away from the Kubota Excavator.

Investigators continued their investigation in search of the local owners trailer. The Sheriff’s Office S.T.I.N.G Unit developed information regarding the location of the stolen trailer. A search warrant was obtained for the property of Hubert“ Wayne”Arrowood. During the execution of the search warrant, investigators recovered the stolen trailer on the property Arrowood had access to. Further investigation lead to evidence linking Corporal Moss to Arrowood. Suspicion about Corporal Moss arose from the evidence.

Corporal Moss was questioned by sheriff’s office investigators under Miranda regarding his connection to Wayne Arrowood and the trailer. It was determined that Cpl. Moss was involved with the theft by taking of the trailer.

On Thursday, August 17 th , Deputy Sheriff Corporal Moss was arrested after the completion of this investigation and subsequently terminated by Sheriff Randy Shirley.

Moss is charged with the following felony offenses: 1) Violation of Oath by Public Official; 2) Conspiracy to Commit a Felony ; 3) False Statements. Moss was released on a $15,000 bond Thursday.

Hubert Wayne Arrowood, age 63, 1524 Prather Bridge Road , who was already in the Stephens County Jail on unrelated charges, was also charged with felony Theft By Taking.

“As Sheriff of Stephens County, I want to commend the Command Staff. They have and continue to work very hard to advance the sheriff’s office mission where both our employees and our citizens can be proud of their small-town sheriff’s office. The criminal conduct of this one deputy has cast some doubt in our community, and has negatively impacted this former deputy’s colleagues. I’m deeply saddened by this incident, and I hope the actions of this deputy do not reflect the morality of a whole profession.”
