SCBC approves FY23 Budget Amendments

The Stephens County Board of Commissioners approved some Fiscal Year 2023 Budget Amendments during its meeting last week.

According to County Administrator Phyllis Ayers, County Finance Director David Jahns was there to present the budget amendments.

Jahns explained the first two amendments was for the Stephens County Humane Shelter and the Eastanollee Fire Department.

“The first one is for the Humane Shelter; they requested an additional $25,000. We’re going to take that from fund balance. The second one is for Eastanollee Fire Department. We had money set aside in contingency for that,” he said.

Jahns continued by presenting the next budget amendment.

“The next one is for the drug rehabilitation, when we approved the 4 percent raises and the benefits, I forgot to adjust the revenues so that the revenues and expenses would match, so just a small adjustment there,” he said.

He then listed some budget amendments for the American Rescue Plan Act funds.

“American Rescue Plan, this is where you chose to reduce funding for the Investigations building and the E911 upgrades by $250,000 for each one and use that money towards capital projects. The next one is also the American Rescue Plan, when I did the budget, you told me to reduce it by $175,000 to help fund general fund expenses. I increased the general fund side revenues to offset the expenses of the general fund. But on the American Rescue Plan, I reduced those expenses in those two line items; but I forgot to show where we were going to spend that money,” he said.

Jahns says for capital projects the amendment will show that those projects were funded through the American Rescue Plan Act.

A motion approving the Fiscal Year 2023 Budget Amendments was made by Commissioner Dean Scarborough with Vice Chair Dennis Bell seconding the motion.

The motion was approved unanimously.
