Pair arrested after ditching drug baggies out window

The Toccoa Police Department arrested two individuals after initiating a traffic stop on a vehicle when two plastic baggies were thrown from the vehicle.

According to Toccoa Police Chief Jimmy Mize, on March 20, a Toccoa Police Department detective was on patrol on Davis Avenue due to high drug activity in the area and numerous citizen’s complaints when he observed a red Jeep Cherokee coming from a side street that is not often travelled.

Mize says the detective pulled out behind the vehicle and noticed its tag light was out, so initiated a traffic stop.

Upon the lights coming on, two plastic baggies were thrown from the Jeep passenger window.

At this time, backup was called for and the detective exited his vehicle, drew his weapon and ordered the driver and passenger to put their hands up.

Mize says the detective then cuffed the driver, identified as Joshua Richard Stiwinter, and an officer from the second unit cuffed the passenger, Ashley Renee Dickson.

The recovered baggies contained what was believed to be Methamphetamine.

More of the substance was located in gum wrappers found in Stiwinter’s pocket and in the center console of the vehicle.

38-year-old Joshua Richard Stiwinter, of Commerce and 26-year-old Ashley Renee Dickson, of Danielsville were both arrested and charged with possession of methamphetamine with intent to distribute and taken to the Stephens County Jail.
