Local Law Enforcement Arrests 28 Involved in Drug Trafficking Operation
After an 8-month long investigation, the Stephens County Sheriff’s Office, along with the Toccoa Police Department, Appalachian Regional Drug Enforcement Office and Habersham County Sheriff’s shut down a drug trafficking operation over the weekend.
On Friday, the four law enforcement agencies worked together to serve 10 search warrants and arrest 28 individuals who were members, suppliers and/or customers of Donna Beard and Amber Nulls’ drug trafficking operation.
A traffic stop was conducted on the suppliers, Brandon Davidson of Cornelia and Jody Higgins of Toccoa prior to their delivery of methamphetamine to Beard and Null, both of Stephens County.
For the last eight months, ARDEO with the cooperation of the Mountain Judicial Circuit District Attorney’s Office has investigated this drug operation that has plagued Stephens, Habersham and surrounding counties.
Stephens County Sheriff Randy Shirley said during the execution of the 10 search warrants, deputies seized drugs and other items.
“During the execution of the 10 search warrants, deputies seized quantities of meth, guns, revolvers and thousands of dollars in cash,” said Shirley.
According to Shirley, this investigation began as a result of information obtained from previous arrests.
“The investigation resulted as intelligence that drug agents gathered after the previous arrests of Luke Norton, Tonya Loudermilk and Melanie Brock,” said Shirley.
And through the course of the investigation, it was revealed that this drug trafficking operation has distributed multiple kilograms of methamphetamine in North Georgia over the last 8 months.
Shirley said that Stephens County is very serious about stopping the drug problem in Northeast Georgia, however, he says the punishment must be serious if the issue is going to stop.
This investigation is continuing and more arrests are expected.

Heath Garland’s residence, 458 Brookdale Road, Toccoa, GA
Juan Tellez’s residence, 2131 Mize Road, Toccoa, GA
Tammy William’s residence, 272 Letorneau Drive, Toccoa, GA
Cindy Mooney’s residence, 1626 Falls Road, Toccoa, GA
Brandy Holland’s residence, 55 Circle view, Toccoa, GA
