Forest Service streamlines special use application process

The USDA Forest Service is implementing a streamlined special use application process for outfitter and guides, recreation events and researchers on the Chattahoochee-Oconee National Forest.

The new open-season application period to apply for required special-use permits will ensure requests are prioritized to better meet the needs of permittees.

Judy Toppins, forest supervisor on the Chattahoochee-Oconee National Forest, said “We believe the enhancements to the special use permit application process will improve efficiency and provide greater economic benefits for communities while protecting natural resources and visitor experiences.”

Commercial and some non-commercial uses of national forest system lands, including research, require a special use permit. An open-season period for special use permit applications will improve customer service to existing permit holders and new permit applicants.

The proposed date of the special use activity determines the open-season period for applications. Applications for outfitter and guides, recreation events and research activities will be prioritized during two open-season 30-day periods:

  • The month of August for spring and summer season activities occurring between January 1 and June 30.
  • The month of February for fall and winter season activities occurring between July 1 and December 31.

Those interested in applying for a permit should meet with a Forest Service permit administrator prior to applying to ensure the proposal is an appropriate and authorized use of national forest system lands. Applicants are not required to wait for an open-season period and are encouraged to communicate at any time with the nearest Ranger District office about the permit application process. Depending on the complexity of the request, an application for a special use permit may take more time to review and ensure compliance with federal law and agency policies.

Groups and individuals regularly approach the Chattahoochee-Oconee National Forest with requests to use National Forest lands for commercial, personal, and group use activities. As a stewards of the National Forest, we must always weigh whether the proposed use is compatible with the values that make the national forest an irreplaceable resource – including plants, animals, beauty, clean air and water, recreation opportunities, and forest products.

The Forest Service protects natural resources by requiring individuals to obtain a special use authorization to carry out commercial, personal, or group use activities on national forest system lands. This authorization, provided through a special use permit, may provide the permit holder use of or access to national forest system lands for a wide variety of commercial and non-commercial activities.
