City of Toccoa to Proceed with KCI Engineers on Culvert Repairs

At Monday’s meeting of the Toccoa City Commission there was a discussion concerning culvert repairs on Collier Road at Eastanollee Creek.

City Manager Billy Morse says the Georgia Department of Transportation recently inspected the Collier Road culvert crossing at Eastanollee Creek. They found some issues that need attention.

Morse says the first step is to use KCI Engineers to develop a scope of work so the city can get pricing from a contractor.

Commissioner Terry Carter asked about the status of the bridge. “Billy, I noticed that in the report it has what they call NBIS conditions with a 6 rating. Where does it fall. Do you or Randy know how bad the condition of the bridge is?”

Public Works Director Randy Smith responded, “I’m not familiar with their scoring system, but talking with them it is in very bad condition.” Carter asked if it was a safety issue and should they close the road? Smith said “no sir, not at this moment. The problem is the creek as they described, scoured under two of the channels under the culvert and on the discharge end of the culvert the apron has broken off and one of the retaining walls has fallen in.”

Carter asked, “will KCI do all of the engineering for any work that needs done as well as manage the bidding and the bid process for $10,000?”

After Morse confirmed, the commission voted unanimously to proceed with KCI Engineers.
