SC Board of Commisioners to meet tonight: EMS Agreement with Hospital on Agenda

The Stephens County Board of Commissioners will meet at 6 p.m. today for a regularly scheduled meeting. The meeting will take place at the Historic Courthouse, 37 West Tugalo Street in Toccoa.

Four land use public hearings will open the meeting, including a variance request for a property in the 100 block of Hardy Farm Point in Martin allowing for a second principal use structure on a property under two acres, a variance request for residential-single zoned property in the 1100 block of S. Pond Street to allow for a second principal-use structure on a property under two acres, a rezoning request for a property in the 1200 block of Oak Valley Road to rezone from residential single to agricultural residential to allow for personal agricultural use, and a rezoning request for a property in the 800 block of N. Martin Drive to rezone from agricultural intensive to agricultural residential to allow for single-family residences. 

Commissioners are expected to vote on the land use requests during the meeting immediately following the public hearings.

In addition to the land use requests, items on tonight’s Board of Commidsioner’s agenda include:

A presentation from the National Weather Service regarding  Storm Ready Community Certification;

Cconsideration of a Managed Service Agreement with Stephens COunty Hospital Authority for EMS Services: according to agenda documentation, the agreement would go into effect on July 1 and end on June 30, 2029 and would provide for the Hospital to continue managing Stephens County Emergency Medical Services, or EMS. Under the terms of the proposed agreement, Stephens County will pay the Authority a management stipend of $1,679,307 annually, plus expenses in excess of the stipend, as well as all maintenance, vehicle insurance and upkeep of ambulances. The Authority will also have the right to bill private parties and insurance for ambulance services and retain all collected revenue from said billings. In exchange, the Authority will continue to provide facilities for EMS on hospital grounds, provide required insurance, maintain and compensate adequate staffing, pay for expenditures such as uniforms, radio equipment, utilities, etc.;

Consideration of a renewal of the Information Technology Services Agreement with Quick Technologies, for a fee of $3,125 per month with a 4% increase per year;

Consideration of approval of the renewal of the ACCG-IRMA agreement for county liability and other insurance policies; and 

Consideration of granting a variance to specific sections of the county Employment Handbook for the Public Works Department. 

Under invoices and quotes of more than $10,000, the following items are included:

An Acre Oil Invoice for $15,692.95

And quotes for Public Works in the amount of $22,289, $29,741, and $24,998; Elevated Facility Services for $25,000, and Quotes for the Jail for a Steamer with three quotes ranging between $28,000 to $33,250 and a skillet with three quotes ranging between $28,589 and $30,369. Included in agenda documentation is a letter from the Jail Food Services Director itemizing ten non-working or damaged pieces of kitchen equipment at the jail that needs to be replaced – this list  included, but was not limited to the steamer and skillet.
