4 arrested after woman attempts to steal a dog

Recently, officers with the Toccoa Police Department responded to a call in the area of Davis Avenue and Nassau Street in reference to a female subject stealing a dog.

Toccoa Police Chief Jimmy Mize told WNEG News about the incident.

According to Mize, Tamara Reed, 37, was extremely ‘tweeked up,’ and admitted to taking the dog.

Reed was soon cuffed and placed in the patrol car for transport to the Stephens County Jail.

After gaining permission to look in Reed’s purse for her I.D., a cigarette pack was found to have methamphetamine and marijuana in it.

Reed was arrested and charged with theft, possession of marijuana, possession of methamphetamine.

At the jail, Reed was discovered to have contraband on her person in  her pants and possibly in a body cavity.

While on scene, where Reed had been originally placed under arrest,  officers received information about another female next door with outstanding warrants.

Upon entrance, contact was made with Kevin Foster, 38, of Martin.

Foster and a male juvenile were sitting on the couch, when officers noticed a small baggie of what appeared to be methamphetamine in the floor.

Officers soon found another baggie of methamphetamine and a small amount of marijuana.

Foster and the juvenile were arrested and charged with possession of methamphetamine and possession of marijuana.

Another subject, Tony Blackwell, was found to have an active probation  warrant and was also arrested.
