Virginia Suspects Arrested in Toccoa Await Extradition Hearings

Three individuals remain in custody in Stephens County awaiting extradition hearings in connection to a homicide investigation in Franklin County, Virginia.

Stephens County Sheriff Randy Shirley said that 31-year-old Daniel Percy Arnot of Stephens County faces charges of First-Degree Murder, Breaking and Entering, and Grand Larceny in Virginia in connection to the death of 66-year-old Brian Edward Foy of Moneta, Virginia, which is near Roanoke, on Saturday.

Meanwhile, Shirley said that 25-year-old Carrie Eugene Ramey and 25-year-old Michael Anthony Edwards, both of Toccoa, have both been arrested as part of the investigation and charged with Breaking and Entering and Grand Larceny in Virginia.

The Franklin County, Virginia Sheriff’s Office said that Foy was shot to death in his residence early Saturday morning.

According to authorities in Franklin County, Virginia, the investigation led officers to Arnot, described as an ex-son-in-law of the victim.

Shirley said Stephens County Sheriff’s Office deputies were then notified and located Arnot at the Host Inn in Toccoa.

The sheriff said that Arnot and Ramey were arrested at the Host Inn, while Edwards was taken into custody at a residence off of Sautee Street in Toccoa.

According to Shirley, investigators seized evidence at the Host Inn and the Sautee Street residence.

He said that in addition to the alleged burglary and murder of Mr. Foy, that Franklin County, Virginia deputies are investigating a series of other burglaries.

Shirley said that both offices are still pursuing several items believed to be taken during the robberies and that more charges are expected for all three individuals.

As for Arnot, the Georgia Department of Corrections web site shows that Arnot has a criminal history and has served time in the State Prison system for theft by taking, burglary, and other charges dating back to 2004.

He had been released from state prison in 2011.
