Old “Reflections” Restaurant Building at Golf Course Now Owned by City of Toccoa

The city of Toccoa brings all of the property at the city-owned golf course back together under one owner.

Wednesday, Toccoa City Manager Billy Morse announced that the city had purchased 1.7 acres of property that includes the building that was the Reflections restaurant, a metal building, and the practice putting green for the nine-hole Pines golf course.

The city bought the property from Richard Rowell for $169.302.50, money that Morse says is coming from the city’s Commission Reserve Account.

Morse said the city has owned the property surrounding this 1.7 acres at the golf course off of Black Mountain Road and wanted to bring it all under the same owner.

“This brings it all under control of the city of Toccoa and fits in nicely with our plans to re-open the golf course,” said Morse. “That is one of major projects for 2015 and we are looking forward to it.”

As for what exactly may happen with the various buildings, Morse said nothing has been finalized.

“That will be up to the city commission,” said Morse. “But I believe they will move in the direction of using the Reflections building for a restaurant of some type.”

The city, Morse said, will also make use of the metal building on site.

It appears as if it will not be long before city commissioners begin looking at plans for the city-owned nine-hole course.

It was last month when commissioners voted to bring the golf course completely back under city control and operate it as a city department.

Morse said the topic will be front and center with city commissioners this month to continue discussions.

“The city commission will be looking in January at a budget for the golf department,” said Morse. “That will include plans on when we are going to do what up there.”

According to Morse, the city hopes to re-open the course in August.

The course has been closed since late summer, when the previous operator informed the city that he could no longer keep the course open.
