Multiple Drug Arrests Announced

January 30, 2014

Local law enforcement agencies are announcing a number of arrests on drug charges.

First on January 19, the Stephens County Sheriff’s Office, working with the Mountain Judicial Circuit N.C.I.S. Team and Toccoa Police, served a search warrant at a residence on Rebekah   Drive in Toccoa.

Stephens County Sheriff Randy Shirley said that authorities found a number of things when they served the search warrant.

“It led to the recovery of quite a bit of methamphetamine, somewhere in the neighborhood of $3,000 in cash, as well as a weapon,” said Shirley.

Authorities arrested multiple people in connection with the Rebekah   Drive search warrant.

41-year-old Brantley Keith Black of Westminster, South Carolina was charged with one count of Possession of Marijuana with Intent to Distribute, one count of Possession of Methamphetamine, and one count of Possession of a Firearm by a Convicted Felon.

Also, 40-year-old Frank Carl Crane of Seneca, South Carolina was charged with one count of Possession of Marijuana with intent to Distribute and 30-year-old Lisa Milligan of Toccoa was charged with one count of Possession of Methamphetamine.

The sheriff said an arrest warrant was also issued for 27-year-old Amanda Shackelford of Toccoa for one count of Possession of Marijuana with Intent to Distribute.

Moving to January 22, all three agencies worked together to serve a search warrants, one on Stephen Drive and one on Fern Valley Drive.

According to authorities, these search warrants were connected to the alleged sale of narcotics to undercover agents over the past month or so.

Shirley said that authorities also seized a number of things from these search warrants.

“As a result of those arrests, we seized methamphetamines, marijuana, some prescription medications, as well as some firearms,” said Shirley.

In the Stephen Drive search warrant, Shirley said two people were arrested.

29-year-old Brittany Shirley of Toccoa was charged with one count of Distribution of Methamphetamine, one count of Possession of Methamphetamine with Intent to Distribute, and one count of Possession of a Firearm by a Convicted Felon.

Also, 22-year-old Kimberly Galliher of Toccoa was charged with one count of Possession of Methamphetamine with the Intent to Distribute.

Moving to the Fern Valley Drive search warrant, Toccoa Police Chief Tim Jarrell said two people face charges in connection to that search.

An arrest warrant was issued for 24-year-old Napoleon Fruster of Toccoa for one count of Distribution of Marijuana.

Jarrell said Fruster is still being sought by law enforcement.

Also, 18-year-old Kamichi Fleming of Toccoa was arrested for one count of Possession of Marijuana Less Than One Ounce.  Jarrell said he was arrested at the scene.

The sheriff said the recent operations are a result of great work between agencies.

“The partnership that we have with the police department and the N.C.I.S. Team is a great one,” said Shirley.  “We can achieve more things and I am so proud we are able to work together and have successful operations such as these.”

Shirley said that work will continue moving forward.
